Position Description:

ARiA is looking for a highly motivated team player to work in our central Virginia office as the Director of Business Operations and Finance. Reporting to the Chief Executive, the Director of Business Operations and Finance will be responsible for

  • facilitating the execution of ARiA’s business model
  • providing operational and strategic input to management and technical staff
  • ensuring regulatory compliance
  • managing financial performance, project accounting, controls, and financial strategies

The Director of Business Operations and Finance will:

Oversee development and management of operating procedures that are aligned with the strategic business and administrative objectives of the organization

Conduct operational reviews of cost and service structures, productivity measures, and delivery methods to achieve planned targets

Ensure compliance with all applicable rules and regulations including Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), as well as federal, state, and local regulations

Manage and oversee benefits administration for the organization including negotiation with vendors

Manage excellent subcontract and teaming relationships by collaborating with technical leads and executive leadership to draft and negotiate FAR/DFARS compliant contracts, MOUs, allocation-of-rights agreements, and payment terms

Respond to all requests for information from government agencies by serving as an administrative contact for all government contracts and subcontracts

Support business-development efforts by collaborating with technical leads to prepare and submit staffing and management plans and cost volumes for proposals

Support technical leads in achieving work plans for awarded proposals by conducting pricing/cost analyses and refining staffing plans

Collaborate with technical leads and customers to ensure timely and accurate reporting, contract modification, and contract closeout activities

Develop budget and rate projections for proposals and manage the negotiation and government review of rates for cost contracts

Oversee financial management of projects in coordination with technical leads

Establish a strong financial picture for the organization by leading Financial Planning and Analysis (FP&A) through the production of management reporting including budgets and forecasts and providing financial input for operational and strategic management decisions

Ensure a culture of compliance with cost-accounting standards for government contractors, through production of timely and accurate financial data and financial reporting, serving as the primary interface to outside accountants and government audit agencies

Oversee the preparation and coordination of audit processes and government filings

Deliver accurate and timely financial functions by conducting billing and accounting functions including government billing, management of the job-cost accounting and timekeeping systems, signing timecards and checks, managing federal and state tax deposits and employee benefit plans and deposits

Manage the processing of all accounting transactions (accounts payable, accounts receivable, and payroll)

Develop, implement and maintain controls and procedures to ensure that company assets are properly recorded and protected

Requirements:

Applicants must be U.S. citizens and must meet eligibility requirements for access to sensitive information. Those selected for employment will be subject to a government security investigation.

Bachelor’s degree (or greater) in business administration, finance or a related field with a strong accounting/finance focus

Proven self-starter with the ability to manage multiple priorities and consistently deliver excellence in a deadline-intensive environment.

Demonstrable mastery using a diversity of modern productivity software including cloud-based and web-delivered applications as well as standard desktop tools (Microsoft Word, PowerPoint, and Excel)

Proficiency with accounting software

Desirable Skills, Qualifications, and Experience:

Prior experience with requirements and standards for Federal and U.S. Department of Defense contracting
